The European Union warmly welcomes the Personal Representative of the Chairman-in-Office for Central Asia, Mr Alojz Peterle, to the Permanent Council. We thank him for his detailed assessment of ongoing developments in Kyrgyzstan and future perspectives as well as a set of recommendations for action.
We reiterate our appreciation for the quick reaction and involvement of the CiO and his Personal Representative in bringing together a rapid reaction team within the Secretariat and the team of the Chair in Office here in Vienna as well as in Bishkek. Both immediately ensured their personal presence in Kyrgyzstan and took up a leading role in efforts of the International Community to assist in resolving a crisis situation in one of the participating States of the OSCE.
The European Union shares the assessment that the Kyrgyz authorities still have to deal with a volatile situation and that the International Community has to assist in addressing short term needs as well as long-term oriented programs. We are prepared to explore ways to adapt the OSCE Centre’s resources to the new needs. We pledge our support to the priorities as outlined by the Personal Representative and co-ordinated with the new Kyrgyz authorities. The EU is ready to support the OSCE in its leading role in providing „first aid assistance“ in establishing security as outlined in Mr. Peterle’s report and to assist in the preparations for free and fair presidential elections. We also stand ready to add our support to medium and long-term programs encompassing all three dimensions of the OSCE. In this regard, we highly appreciate a partnership set up by the Personal Representative with the World Bank aiming at a close coordination and cooperation of all donors.
The Chair in Office, Minister Rupel, will meet with newly appointed leaders in Kyrgyzstan on Monday. The European Union welcomes the recommendations for action elaborated in close co-operation and upon request by Kyrgyz authorities. We are confident that talks of Minister Rupel in Bishkek on Monday will endorse an interim needs assessment and lay the ground for a comprehensive assistance programme by the international community.
