Declaration by the Presidency on behalf of the European Union on the formal relocation to Somalia of the Transitional Federal Institutions

The European Union welcomes the formal relocation to Somalia of the Transitional Federal Institutions that began on 13 June. The Transitional Federal Institutions now have to rise to the challenge of establishing their priorities and the governance structures to rebuild a functional state. The European Union stands ready to support the Transitional Federal Institutions now relocating into Somalia.

The European Union commends the on-going efforts to stabilise Mogadishu and the leading role played by the civil society in this respect. The Mogadishu Security and Stabilisation Plan needs to be endorsed as part of a national plan. The European Union is ready to support an overall national security plan and reaffirms its commitment to discuss security issues within the framework of the Coordination and Monitoring Committee.

The European Union recalls the need for a continued process of inclusive dialogue and reconciliation within the framework of the Transitional Federal Institutions of Somalia. That process should not be impeded by those whose intent is destabilisation rather then rebuilding a Somali nation.

The European Union strongly urges all members of the Transitional Federal Institutions to maintain their commitment to the peace process by fully submitting, on the basis of the Transitional Federal Charter, to the rule of their respective Transitional Institutions (Parliament, Government and Presidency) and pledging to work out their differences within that framework. The European Union would not be ready to interact with individual parties outside the agreed framework of the Transitional Federal Institutions.

The European Union encourages the Special Representative of the UN Secretary General and the Somali Prime Minister to convene a high level meeting of the Coordination and Monitoring Committee as soon as feasible which would include the participation of the highest institutional representatives of the Transitional Federal Institutions to jointly review political issues and the implementation of the immediate priorities of the Transitional Federal Institutions within the Rapid Assistance Programme.

The Coordination and Monitoring Committee and the Declaration of Principles elaborated at the Stockholm-meeting on Somalia on 29 October 2004 remain for the European Union the central mechanism for dialogue between the international community and Somalia. The European Union trusts that momentum will be re-established to ensure the Coordination and Monitoring Committee remains the effective forum for dialogue and mobilisation of international support to Somalia.

The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey and Croatia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Serbia and Montenegro, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine and the Republic of Moldova align themselves with this declaration.

* Croatia continues to be part of the Stabilisation and Association Process.
