The next "Justice and Home Affairs Council" of the European Union will meet on 24 February 2005 under the chairmainship of the Luxembourg Minister of Justice, Luc Frieden, and the Minister delegate for Foreign Affairs and Immigration, Nicolas Schmit.

On the agenda of the "Justice" Council figures in particular a debate on the transposition by the Member states of the adopted framework decisions on Police and Judicial cooperation in criminal matters. The Ministers should also confirm that they will re-launch the proposal for a Council framework decision on combating Racism and Xenophobia and on the basis of a Presidency proposal examine the advisability of its extension to symbols fostering  hate and violence. In the context of the proposed Council framework decision on the European evidence warrant for obtaining objects, documents and data in criminal matters, specific aspects, such as a list of offences and a territoriality clause, will be also examined.

Concerning migration and asylum policies a policy debate will be held on the Commission Green Paper on managing economic migration to EU. The Council should adopt measures on biometric identifiers in visas, residence permits and passports. The Presidency and the Commission suggest to discuss at this session the set up of a system of mutual information and early warning regarding important decisions to be taken in the Member States between those in charge of migration and asylum policies.

A Justice, Freedom and Security ministerial meeting between Ukraine and the Troika of the European Union will be held on 25 February 2005.
