White Papers

Commission White Papers are documents containing proposals for action by the Community in a specific field. They sometimes follow on from a Green Paper published with a view to launching a consultation process at European level.  While Green Papers present a range of ideas for the purpose of public debate, White Papers contain an official group of proposals in specific policy fields, and constitute an instrument for changing policy.
