Date of release : 06-06-2005

Policy area : Competitiveness (Internal market, Industry and Research) Competitiveness (Internal market, Industry and Research)

Event : Competitiveness Council

The Competitiveness Council of the European Union, chaired by Jeannot Krecké, Minister for the Economy and Foreign Trade met in Luxembourg on 6 June 2005.

During the press conference, Minister Krecké stated that the Council had discussed projects "that make the internal market a true internal market and that could allow our enterprises the possibility of having a market with 450 million consumers. We also spoke about the fears and questions of our citizens."

The Council looked into the report on the state of the dossier on the directive proposal on services in the internal market. The Luxembourg Presidency informed the Council about advances in this dossier, in conformity with the guidelines of the European Council of 22 and 23 March.

The Minister indicated that "the Luxembourg Presidency has continued to work on and sought to improve the text submitted by the Commission. Above all, we have tried to find practical solutions that are acceptable to all countries. The work of the Council focused on three elements: freedom of establishment, the quality of services and administrative cooperation between the Member States, which is essential to strengthening the confidence of the people in the internal market. We did not address questions on the principle of country of origin and its field of application. The President stated that the most sensitive political aspects of the directive proposal will be examined after the European Parliament has given its assent, which is set for October 2005.

In accordance with the conclusions of the Spring European Council, the Ministers agreed on the importance of developing the services market "while avoiding undesirable effects such as social dumping. The text will not be passed in its current state - it will be improved upon." The Minister added that under the Luxembourg Presidency, "we have tried to make progress while listening closely to our citizens and social partners."
