Press Release
Jeannot Krecké calls on sporting federations to comply with the rules for free movement of people and non-discrimination

Date of release : 29-04-2005

Policy area : Education, Youth and Culture Education, Youth and Culture

Event : Informal Meeting of Ministers for Sports

After the informal meeting of European Union Sports Ministers in Luxembourg on April 28 and 29 2005, Jeannot Krecké, Luxembourg Sports Minister and host of the meeting, stated that free movement of people and workers was posing more and more problems for sporting federations.   "With the good intention to ensure that young people can access their teams’ highest level and to provide a reserve of sportspeople who can play for national teams in their own countries, these federations have provisions in their statutes that may pose a discrimination problem vis-à-vis nationality." They restrict access to training and official competitions according to criteria based on nationality. According to Jeannot Krecké, "these rules are not compatible with the principles of free movement of people and the principles of non-discrimination."

The minister said that he was worried about a large sporting federation that was proposing to limit the number of players in competition that were not trained by its clubs.  "We debated the Commission’s intention, clearly flagged since last October, to no longer tolerate discrimination and restrictions in the application of non-discrimation rules.  We have agreed that the sporting departments of the various Member states should contact their federations at national level to draw their attention to the fact that they have to comply with the rules."
