From 1 to 3 March 2005 at the OECD in Paris, Jean-Louis Schiltz, the Minister for Cooperation and Humanitarian Action, will participate in the high-level Forum devoted to strengthening the effectiveness of aid and the harmonisation of procedures.
The World Bank will preside over this Forum, at which the Ministers of the member states of the Development Assistance Committee of the OECD, several developing countries and the representatives of the principal regional development banks will participate.
The purpose of the Forum is to ensure follow-up on the Declaration of the 1st Forum on harmonisation, which took place in Rome in 2002, and come to an agreement on actions that serve to strengthen this harmonisation of procedures and the effectiveness of development cooperation.
In this framework, Minister Schiltz will make a speech on behalf of the European Union.
In addition, he will take part in the annual ministerial meeting of the Development Assistance Committee, which will focus on the follow-up of the high-level Forum. Finally, the Ministers will tackle the issue of the contribution of the DAC to the process of reviewing the Millennium Development Goals, and finally on the relationship between security, peace and development.
