Gender Equality Programme

The Luxembourg Presidency of the Council of the European Union : Overview of the activities in the field of gender equality

The EU has a long standing commitment to promoting gender equality, enshrined in the Treaty since 1957.

Gender equality is a fundamental principle of the European Union and since the entry into force of the Treaty of Amsterdam, "the Community shall have as its task... to promote throughout the Community a harmonious equality between men and women..." (article 2) and "in all the activities referred to in this Article, the Community shall aim to eliminate inequalities, and to promote equality, between men and women" (article3).

Beyond the legal framework considerable efforts have been made to remove gender inequalities and they have an impact in all fields of political, social and economic life. However, there remain critical obstacles to be overcome for the equality between men and women to be achieved. The Luxembourg Presidency aims to integrate the issue of gender equality into all national and European policies and actions.

    A meeting of the senior responsible for gender equality in the Member States will take placet in Luxembourg to discuss the initiatives for gender mainstreaming under the Netherlands’, Luxembourg’s,UK’s and Austria’s Presidencies.

    Adoption of a common declaration by the EU Ministers of gender equality, which is to be presented at the 49th session of the Commission of the status of Women, United Nations, March 2005, impacting the review of the objectives of the Millennium Development Goals.
