The EU warmly welcomes Captain Mahrenholtz back to the Permanent Council and thanks him for his comprehensive report.

The EU notes that the work of the Commission has proceeded efficiently over the reporting period and that almost all cases coming before it have been satisfactorily resolved. The EU welcomes the pragmatic response of the Estonian Government to the problem of applicants for permanent residence affected by the amendments of the aliens act. The cabinet decision of 9 June this year is a significant move to resolve this issue. The EU is confident that the Estonian authorities will also address the remaining issues in a constructive manner.

Finally, the EU is pleased to note that the Commission has been working constructively and expeditiously and that the OSCE Representative enjoys excellent cooperation with the Commission.

The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey and Croatia*, as well as Ukraine align themselves with this statement.

*Croatia continues to be part of the Stabilisation and Association Process
