Luxembourg Presidency places great importance on ensuring results of EU anti-drug action plan (2005-2012) are measurable and lasting

Speaking at the Committee on Civil Liberties, Justice and Home Affairs of the European Parliament, Luxembourg’s Minister for Health, Mars Di Bartolomeo stressed the balanced approach between lowering demand and lowering supply. These areas complement one another and are not in competition with each other. Mars Di Bartolomeo also stated that this strategy should include the limitation of risks and damage to health. Fighting drugs is not an exact science, the Minister said, in the presence of Vice-President Franco Frattini of the European Commission before a panel of experts on the subject.

"Dogma has no place in this debate. We should be seeking the best practices in the field and in the action plan we should be watchful that the actions adopted for the future are realistic," the Luxembourg Minister stated. In this regard, the Presidency places great importance on ensuring that the results of the action plan are measurable and lasting. Mars Di Bartolomeo also highlighted the importance of the principle of subsidiarity so that national approaches may offer specific solutions to problems.

The Luxembourg Presidency sees itself as a facilitator of exchanges of views and mediator in the quest for a viable compromise with the future anti-drug action plan. In the current debate, the Presidency will attempt to include the conclusions of the debate of the hearing of the Committee on Civil Liberties, Justice and Home Affairs of the European Parliament.
