On 16 February 2005, Lucien Lux, the Luxembourg Minister for the Environment and current President of the Environment Council, Stavros Dimas, European Commissioner responsible for the Environment, and Karl-Heinz Florenz, President of the European Parliament’s Committee on the Environment, held a press conference in Brussels to mark the entry into force of the Kyoto Protocol.
Lucien Lux hailed the entry into force of the Kyoto Protocol as an "historic moment".
He also acknowledged that the entry into force of the Kyoto Protocol had triggered a "positive dynamic in the various countries. We must all relaunch our efforts at national level, and our "emissions trading" instruments. This dynamic will enable us to achieve our aims. The Luxembourg Presidency will focus on defining future objectives. This is of particular importance to the Luxembourg Presidency."
With regard to the United States, which has still not ratified the protocol, Lucien Lux stated that: "We are currently experiencing a climatic change in realtions between Americans and Europeans. President Bush’s visit to Brussels will be an opportune moment to persuade the Americans to join the fight against global warming."
