Jean-Louis Schiltz

Jean-Louis Schiltz was born on 14 August 1964 in Luxembourg. He is married with three children and lives in Luxembourg.

After his primary education in Luxembourg-Belair, he attended secondary school at the Athenée de Luxembourg and received his secondary education diploma in June 1983 (focus on classics and economics).

Jean-Louis Schiltz studied law at the Centre universitaire de Luxembourg and the Université Paris-Sorbonne, graduating with a Master’s of Law in 1987. He completed his university studies with a postgraduate Diplôme d’études approfondies (DEA) in business law from the same university.

In 1989 Jean-Louis Schiltz started his professional career as a lawyer in Luxembourg. In 1991 he passed the attorney-at-law’s exam placing him first in his class. He worked as a lawyer in the firm Schiltz & Schiltz until July 2004, when he entered the governement.

He joined the Young Bar Association as a member in 1990. From 1997 to 1998 he held the post of chairman. He then became a member of the Attorney-at-Law’s Association until he was elected General Secretary of the Christian Social Party (Chrëschtlech Sozial Vollekspartei / CSV) early 2000.

In parallel to his work as a lawyer, Jean-Louis Schiltz pursued a scientific career. In 1989 and 1990 he worked as a scientific assistant at the Law Faculty of the Université Paris-Sorbonne. From 1991 to 2004 he was teaching civil and business law at the Centre universitaire de Luxembourg. He is the author of a number of articles on banking and insurance law. From 1994 to 2004 he was the co-editor of the scientific journal Assurances et Responsabilité, which was edited by the Luxembourg section of the International Association of Insurance Law, of which he was a member. He was also a member of the editorial board of the monthly European Lawyer and the International Bar Association, but left these positions when he joined the Government in 2004.

In February 2000 he was elected General Secretary of the Christian Social Party (Chrëschtlech Sozial Vollekspartei / CSV). He was re-elected to his post early 2003 scoring 88% of the votes. His seond mandate will come to term early 2005. As general secretary he was the main driving force behind the new party programme which was adopted at the end of 2002. He was the campaign manager for the June 2004 general elections.

Following the June 2004 parliamentary elections, he was elected for the first time to the Luxembourg Parliament.

On 31 July 2004 Jean-Louis Schiltz was appointed Minister for Development Cooperation and Humanitarian Affairs and Minister Delegate for Communications.Since 6 September 2004, he has acted as Governor of the Asian Development Bank.

Keen on sports, Jean-Louis Schiltz was a Luxembourg champion of team fencing in 1983 and regularly goes running and biking. For ten years he was a member of the Legal Commission of the Comité olympique et sportif luxembourgeois.
