At the close of the informal meeting of the Ministers for Foreign Affairs, Jean Asselborn, chairman of the Council, commented on the declaration of a state of emergency in Ecuador:

"Allow me to say a few words on the situation in Ecuador. We are monitoring with much concern the crisis in Ecuador after the declaration of a state of emergency by  President Gutierrez yesterday. We call for a rapid return to constitutional normality and ask the Ecuadorian Government and the opposition parties to seek a peaceful and negotiated settlement to bring about institutional normality."
